If a table wasn't in Joomla, it's possible that the data for that table is also missing, and this could be the cause why the JEM installation script doesn't detect it, resulting in the error.
The error message, hasn't changed? I assume the error should be different now, but if it's the same, compare the table's content with another Joomla installation to see if it has any default configuration. If that's the case, they can try copying the data.
One step more:
For example, you can set the 'Debug System' in Global Setting of Joomla (System tab) and set 'Error Reporting' to Maximum (server tab). If you detect any additional data about the error, please reopen this case.
There are many controlled errors, and the errors generated by JEM are usually reproducible (knowing some data), as long as the Joomla core or JEM procedures are not modified. If external actions are taken, it becomes very difficult to reproduce the error.
My response was an internal message, but sometimes I encounter situations with errors that were previously caused by users making changes without knowledge, and the side effects of those changes. That's why these types of issues are rare. I apologize if the statement may offend anyone; it's just a reality of any technical support.

We are blind in front of the issue and cannot debug the code to find the cause of the error, I hope you understand.
