Where can I remove the event submission button? Other than hide it with css? all events should only be submitted in the backend

Who do you mean by 'they'? If you switch the setting to Only for admins then you can add events through the admin and not via the frontend. Anyone with access to the admin of your site will be able to add and manage events.
But I would generally like to see a more refined acl, where I can determine what user group is able to add events and venues. Either through the frontend or backend. I have several usergroups in the frontend, but I allow only one to add events.

Which Setting do you mean? In the settings under "user rights" where I can switch between "only admins" and all registered users?
I don't think this would help me. I just don't want admins to see the frontend submission

Hi, sorry but this seems to me very special!
You've to go to the core JEM (means, you can't create an override and it will be overwritten with every update).
In the file output.class.php line 84 you have to eliminate every view, where you don't want to have it. But there will be anyway some tricks, how an admin can add an event in frontend.
