I miss the possibility for frontend users to publish a venue. New venues are not published by default. In the change log of 2.3.1 I found:
show/hide publish tab in frontend (editevent and editvenue) default is "hide"

How do I change this to "show"?

go to JEMsettings userrights tab and choose show. then the publish tab will be shown!
