Glad I'm not the only one! I had it happen with another venue just yesterday ... guess I forgot to save the venue first before trying to upload the image and had to start all over again.

I try to reproduce in forefox this issue in Frontend on a clean joomla 3.9.14 on php 7.3.11 with protostar template and JEM 2.2.3.
The following is normal behaviour:
If I want to create a new event on a new location, I need first to create this location.
I click on the button "create new venue". This windows opens.
I choose the name of the location (is needed)
I go to the image and look for an image on my pc. The name of the image is shown in the field.
I click on save. The windows closes and I get a notification, which says, that the information is saved.
Then I click on the button "Create a new event".
I choose the name of the event, I choose a date, I choose a category.
I click on the button to choose a venue. There's a modal window which shows existing venues.
I choose the created new event, which will be shown in the field.
Then I save the new event.
I open the simple list, look for the new event and choose the venue.
The venue details page will open and I see the details of the venue with the venue image.
(It was always like that.)

Every time I had the issue it was in the backend not the front end.

I was able to reproduce this issue in Backend:

I will control, if this happens in JEM 2.3.0 prerelease too.
ALERT: This happens in JEM 2.3.0 prerelease too! Made an issue in github!
Temporarily Solution: Creating a new venue in backend: before adding an image, you have to save your other inputs (after all the name). After you can add the image!
But we are working on a better solution. Sorry.
