Hello many months ago i had the same problem. I test many thing. When i remove the cache plugin Jquery easy all work fine.

My installation is a clean install (direct J 3.9.13 and jem 2.2.3)
I can not find plugin Jquery / Jquery easy.. ?
installed extra's = Gtranslate, jw_allvideos, vt_nivo_slider and proforms

Because in JEMsettings global parameters owned venues were yes. I think The creator of earlier venues= superuser has an other ID than the new Superuser. So the new superuser is not the owner of the old superusers venues.
If you want these venues only for the new superuser, you must adapt the creator of each venue.

It was indeed an older database, that we cleaned.
All the 'old' Superuser numbers were replaced to the correct new Superuser number
But the Events are created and eddited by two administrator's (not the Superuser), that is why they didn't see the venue's!
Again I learned someting (i'm glad i can learn every day)
So for the futher: if you can't see the list of venue's check these setting:
general settings => edit event => Owned venues => YES / NO (YES is default, select NO when using several admins!)
