Did you upload the attachment via frontend or via backend?
Console on Desktop Chrome gave me the following warning:
Resource interpreted as Document but transferred with MIME type application/pdf: " www.inlinespeedskaten.info/termine?task=getfile&format=raw&file=99&620a086cc6b68d3874d4d23881449cc7=1 ".
Eventually that helps us for asking google. But for me - not today anymore
Edit 1: As far as I checked, this warning also occurs on working attachment downloads... so that may be not the problem.
Edit 2: I take a look in the headers. I found two interesting points:
(1) Your website is generated via NGINX-Webserver while my test-page runs on APACHE-Webserver
(2) Both headers (your and my page) have an header entry: "expires: Wed, 17 Aug 2005 00:00:00 GMT". That seems not beeing coorect. But needs more time to investigate.
Can you "copy" you page to an apache webserver? Does it work successfull there?
Edit 3: Does the problem occur only with PDF files, or also with jpg etc?
Edit 4: Now its really enough for today

I installed a copy (via akeeba backup) to my virtual machine where I have installed nginx.
Everything works correctly. So that is also not the problem.

We are currently in research for a solution...
On your page I tested one event and for me it worked with Desktop Chrome.

@kicr, did you test it with the default layout of joomla?
