Help Me please
i created groups inside JEM , and i specify it in categorization .
But users inside group can access all categorization and events ....

Hi, welcome in this forum, where users try to help users. Perhaps once you can help others too.
There are two different permissions: one for actions (create...) one for views. The JEM groups are for actions not for view. For view permissipns please use the joomla groups.

I tested more:
When there is a category which is not associated with a group, everyone can create there an event
when there is a category associated with a group, only the groupmembers can create there an event, but you can see in the list the names of the other categories.
(I remember: such categories were hidden in a earlier version., now you only can't save!)

I checked with JEM 2.2.0 on J! 3.6.5 as well as 2.5.28 but can't reproduce a problem.

You have a "normal" user not havong any create/edit permission on global Joomla level (means: not an Author, Editor, Publicher, Admin etc.).
This user becomes member of a JEM group which is attached to at least one JEM category and has at least permission "Add event" set. Also you have other categories attached to other JEM groups this user is not member of.

If user creates an event all categories the user is allowed to see (see "Access" in category) are shown in the dropdown. But the "other categories" from above are disabled (gray) and can't be choosen. Because user must choose at least one category (s)he can't Save until all fields are filled correctly. Because the Edit view is shown to this user be sure there is at least one category listed user can choose.

Please note that users with global "create" permissions (e.g. members of Joomla's default group "Author") can create events on any category (they are allowed to see, of course). I recomment not to try to explicitely forbid actions because this may result in unexpected behavior or it may change in future versions.

EDIT: One more note: If "Create events" on JEM Settings - User Control is set to Admins only user can create events on categories attached to a JEM group (s)he's member of.
If "Create events" is set to All registered users any (registered) user can create events on all categories not attached to a JEM group (s)he's not member of (which includes all categories not attached to any JEM group).
