I am curious if there is a link that would allow me to take a user_id and add them to a specific event using the event_id and the user_id.

Or will I need to add that functionality?

The use case is, I have a user list that has every one listed as I want them to be listed, I would like the ability to add them via that user list.

you want that as administrator in the backend or administrator_user in the frontend?

Front end - not yet, build your own (this is on JEM roadmap)
Back end - yes, one by one
If you are looking for bulk import/export then have a look at attendees CSV export function on attendees view or general import of events, venues, categories.

It will be front end , so I will build my own. I am writing my own helper component and I will just add it as one of the functionality of that component. Thank you for the quick reply though I really appreciate it

Sure.

I was planning on hard coding the group that had rights to do it - but if I am going to share it I will go ahead and make it a little more indepth.

I am going to have it based upon the ACL make it so that it is set in the configuration of my component AND at the event level.
