Testing JEM 2.3.8 on JL 4.2.8 with PHP 8.0.23.
A minor detail, it's possible to add JEM a category by default, for example: Uncategorised, as Joomla has. So if new user (after installation) can create an event without having the initial errors, as you can see in the attached JPG, Avoid misconfiguration errors.
Solution: In new install, create "Uncategorised" as JEM category by default. For migration, if this categories created, no create any category.
Good job, in clear installation without any error.

I just tested on the beta.
You'll be able to export JEM3 files and import them into JEM4 with the export and import function. You've to copy the image/jem folder too. But by now there is a small mistake in the import function, which has to be resolved. But with the finished versions, this will work bestK

I forgot to say, if you have attachments, you have to export-import it by you. The links will be in the csv-files.

I understand your intention, but I am not sure if this is a good idea.
It's the administrator who has to decide who is able to add events in which category--ies. Or he adds the new user in a group which is added to a category, or the adding of events is free for all registered users, and then he has always to ask in which category the event has to go.
It depends a bit of the kind of categories (it is easy, when it's only sport, art ...) but the categories can attributed to other possibilities.

I am the administrator and all events, categories, locations are from me. In our case no user has entered any events.

When admin installs JEM for first time can create a new event and it isn't works, you have an error (see jpg file), because there isn't any category selected, the categories list.is empty for this first event, unless you previously create a new JEM category.
This same case happens in Joomla. JL has created a default category when you install it by first time. You can create a new article and don't have any error.
Don't worry, it's just an User Experience (UX) improvement to avoid the error that occurs when creating an event on a clean JEM installation.
